The OBC Non-Creamy Layer Certificate is issued by Revenue authorities in Central Government format. It certifies that the applicant belongs to a recognized Backward Class and does not fall under the Creamy Layer, enabling reservation in Central Government employment, IITs, NITs, and Central Universities.

Non-Creamy Layer Status

Family income must be below the central non-creamy layer threshold (currently ₹8 Lakh per annum) and parents must not hold specified high government positions.
